Canada is in the 10% flat Section 301 forced-labor tier (effective July 24, 2026), for a 16% total on a mechanical watch. USMCA-qualifying goods are exempt, but most microbrand watches do not meet USMCA origin thresholds because of imported movements and cases. The 50% Section 338 tariffs that took effect August 22, 2026 and Canada's dollar-for-dollar countermeasures effective September 8, 2026 do NOT cover HTS Chapter 91 — watch rates are unchanged. Tariffs are assessed based on where the watch is assembled, not where individual components originate. A watch with a Japanese movement assembled in the US incurs no import duty.
